The Warsak Rehabilitation Project (2nd Project), funded by the European Union (EU) through Agence Française de Développement (AFD) as Lead partner, has been successfully completed. Working with the European Investment Bank (EIB), the Water and Power Development Authority (WAPDA), and KfW, this landmark consortium project strengthened Pakistan’s energy infrastructure and brought significant community benefits.
Community Development Program (CDP)
One of the main elements of the project was its Community Development Program (CDP), supported by grants from the EU. The CDP made sure that development investments had a direct benefit for local communities. Some of these initiatives involved modern healthcare, improved education, safe drinking water systems, and empowerment of livelihoods. These actions led to a significant and tangible improvement in the quality of life throughout the Warsak region.
Modernizing the Hydropower Plant
Technically, the project provided essential improvements that increased the remaining operational life of the Warsak Dam. These included the deployment of sophisticated sediment control systems, workshop modernization, and the replacement of electromechanical equipment. In addition, measures were implemented to provide flood resilience for dam safety. Taken together, the improvements provide a layer of energy security to Pakistan by assuring efficiency and reliability in hydropower generation.
Medical and Educational Improvements
At Gara Tajik Hospital, the CDP upgraded healthcare facilities with modern medical equipment, a dedicated medical warehouse, and provided solar power and a backup generator. These enhancements resulted in a dramatic increase in outpatient visits and delivered a significantly improved patient experience. CDP contributed to the solarization of schools and the provision of new furniture and improved infrastructure, which was used directly by the students and teachers to enhance the quality of education. The dual focus on health and education provided fundamental improvements in community welfare over the long term.
Building Communities and Livelihoods
Apart from infrastructure, the project also strengthened communities by making deep tubewells for drinking and irrigation water, rehabilitating local infrastructure, and enhancing access to resources. These measures fostered social cohesion, economic resilience, and well-being. The CDP is an exemplar of how international donors can help to empower local communities.
A Model of International Partnership
The final events of the project, which were attended by WAPDA officials, local representatives, and beneficiaries, illustrated the effectiveness of international cooperation. Leaders, including Chief Engineer Mr. Hameed Ullah Khan and Project Engineer Mr. Muhammad Idrees, highlighted that the project’s success is a testament to the importance of collaboration between WAPDA, AFD, EU, EIB, and KfW. Together, they demonstrated that the only path to genuine progress is the integration of engineering know-how with community-based development.
Building a Lasting Legacy
The Warsak 2nd Rehabilitation Project will forever alter the energy systems, healthcare facilities, schools, and livelihood empowerment of that nation. This project demonstrates how sustainable development can be achieved through cooperation between international donors and national institutions, ultimately leading to long-term prosperity in Pakistan.
