PIDE’s Policy Viewpoint on Auto Tariffs
The Pakistan Institute of Development Economics (PIDE) has published a new Policy Viewpoint titled “Impact of Tariff Reduction on the Automobile Industry” by Mohammad Shaaf Najib and Dr. Usman Qadir. The report evaluates the five-year tariff reform plan by the government and its effects on the automobile industry in Pakistan.
Five-Year Tariff Reform Plan
The tariff reform plan was launched in the Federal Budget 202526 with the intention of moving the Pakistani economy towards an export-led growth strategy instead of the import-substitution model. It is planned to simplify the structure of customs duties, decreasing the tariff quotas and reducing the average tariff to 9.5% by FY2030, from the current 19%. In the case of the auto industry, tariffs on Completely Built Units (CBUs) will drop to 15 percent within five years, and the surcharges applied to used cars will be eliminated by 2030.
Impact on Local Manufacturers
PIDE states that higher competence through imports will compel domestic manufacturers to enhance the efficiency and quality of their products. Smaller or weaker brands may struggle to adjust, but larger and more globally integrated companies will find it easier to adapt. Competition in the environment may result in improved quality cars and increased diversity for consumers.
Affordability and Car Ownership
Reduced tariffs in CBUs and Completely Knocked Down (CKD) imports will decrease the price of production and make cars affordable. This may increase car ownership in Pakistan by providing better access to cars for various income groups. Some of the jobs at Original Equipment Manufacturers (OEMs) would be jeopardized; nevertheless, new opportunities would need to be created in importation services, dealerships, after-sales services, and spare parts markets.
Macroeconomic Considerations
This policy is expected to boost the importation of cars, which would result in an increase in imports in the Pakistani importation bill and strain foreign exchange reserves and the exchange rate. PIDE advises the government to maintain sufficient foreign exchange reserves to meet the increased demand of imports, and at the same time increase exports to offset the trade.
Recommendations for Policy Stability
This report cautions against reversing policies in the event of initial difficulties. Repealing the reforms would destroy investor and consumer confidence. Instead, PIDE encourages the government to be consistent so that benefits can be enjoyed in the long term both by the industry and consumers.
Framework for Used Car Imports
PIDE identifies gaps in the existing used car importation policies in Pakistan, which can be leveraged for commercial imports. It suggests the substitution of these schemes by a quality-based system that would guarantee safety standards and healthy competition, as well as safeguard consumer interests.
Focus on EVs and After-Sales Network
The report also recommends that improved incentives are necessary to market electric vehicles (EVs) and the establishment of a robust after-sales service network. These initiatives would help promote environmentally friendly transportation and increase consumer confidence in the industry.
