Sindh Approves Stricter Traffic Law

Governor of Sindh Kamran Khan Tessori has approved the Provincial Motor Vehicles (Amendment) Bill 2025, marking a significant step towards the strict enforcement of traffic laws and enhancing road safety across the province. The bill was enacted under Article 116 of the Constitution and has taken effect immediately.

Key Features of the New Law

The amended legislation introduces stricter legal measures against traffic offences and adds additional requirements for obtaining heavy vehicle driving licences. The primary intention of the law is to promote higher discipline on the roads and reduce the rates of accidents caused by reckless driving and poor judgment.

Mandatory Pre-Licensing Training

Another characteristic of the new legislation is that it requires compulsory pre-licensing insurance training courses. Individuals seeking Light Transport Vehicle (LTV) and Heavy Transport Vehicle (HTV) licenses will now be required to undergo practical training to develop the skills and awareness necessary for safe driving. It is anticipated that this initiative will produce better drivers, ready to face the challenges on the road.

Introduction of the Demerit Points System

There is also a demerit point system for drivers as introduced in the bill. Revised as this system is, the driver’s license will incur penalty points for each traffic offense. When the set threshold is surpassed, the driver’s license becomes subject to suspension or revocation. The system should act as a strong disincentive for habitual violators and will encourage citizens to obey the traffic laws.

Governor’s Remarks

Stating that the new legal framework is quite necessary because the number of vehicles and traffic accidents has naturally been skyrocketing in Sindh. He is optimistic that the law will create discipline among motor transport users, safeguard the lives and property of the citizenry, and make the roads safer. He also emphasized that the government’s most important priority is to ensure public safety, and it was time to increase enforcement.

Impact on Public Safety

The establishment of the new traffic law will help considerably reduce the number of traffic accidents and reckless driving. A combination of compulsory training, increased fines, and the demerit system will enable the provincial government to enhance road discipline and ensure driver safety.

Conclusion

The introduction of the Provincial Motor Vehicles (Amendment) Bill 2025 represents a turning point for traffic safety in Sindh. By imposing tougher licensing requirements along with driver training and a demerit points structure, the province is creating safer roadways and a driving culture.
