PTA Warns: Unauthorized VAS Can Quietly Drain Your Balance

PTA cautions that unauthorized Value Added Services can cause surprise deductions. Here’s how to spot VAS, protect your OTP, complain to your operator, and escalate via PTA CMS.

What PTA Is Warning Mobile Users About

The Pakistan Telecommunication Authority (PTA) has warned mobile phone users about a rise in complaints related to unauthorized activation of Value Added Services (VAS). These services can lead to unexpected deductions from both prepaid and postpaid balances, leaving users unsure why their balance is falling.

In its public advisory, PTA urged consumers to stay alert and regularly check their mobile balance and active subscriptions. The regulator’s core message is clear: no VAS should be activated without the customer’s consent. If you did not knowingly subscribe to something, you should not be paying for it.

This warning is important because many VAS charges are small but recurring. A few rupees deducted daily can turn into a noticeable monthly cost, especially for prepaid users who top up in small amounts. That is why regular checking can save money and stop deductions early.

What Counts as Value Added Services and Common Examples

PTA explains that Value Added Services are subscription-based content or add-on services that can be billed on a mobile number. These include caller tunes (ring back tones), daily SMS or internet bundles, missed call alerts, mobile games, horoscope updates, quiz services, infotainment alerts, and other similar services.

These offers can appear through SMS messages, links, pop-ups, short codes, or app-based prompts. Sometimes a user taps “subscribe” by mistake while trying to close a banner or claim a free offer. In other cases, people may share phones with family members and a subscription gets activated unintentionally.

The first clue is usually the deduction pattern. If your balance keeps decreasing even when you are not making calls or using data, check for active subscriptions. Knowing what VAS looks like makes it easier to identify the source and take action.

How VAS Activation Should Work: OTP and USSD Consent

PTA says activation of any VAS requires confirmation, usually through a One-Time Password (OTP) and/or dialing a specific USSD code. These steps are meant to prevent silent activations and ensure the customer has approved the subscription.

A practical rule is simple: if you have not shared an OTP or dialed an activation code, the service should not be active on your number. If you see charges and you did not complete a confirmation step, PTA indicates the subscription may be treated as unauthorized.

To protect yourself, treat OTPs like an ATM PIN. Do not share them with anyone, including callers claiming to be from a telecom company or a “promotion team.” Also be cautious with quiz links and random messages that push you to “verify” something. If a screen or message asks for an OTP, stop and confirm you are not agreeing to a paid service.

What To Do If You Notice Unexplained Deductions

If you notice unexplained balance deductions, PTA advises users to contact their telecom operator immediately to file a complaint. When you do, request a complaint reference number. This reference is important because it creates an official trail and helps you follow up if the issue continues.

Operators must then be given the prescribed time to investigate and resolve the complaint under regulatory guidelines. During this process, ask the operator to confirm which VAS is active, when it was activated, and what consent method was used. If you did not authorise it, request immediate deactivation and confirmation that renewals have been stopped.

If the operator does not resolve the issue satisfactorily, you can escalate the complaint to PTA through its Complaint Management System (CMS). PTA says CMS is available on its official website (pta.gov.pk) and through the CMS Mobile App. When escalating, include your operator complaint reference number and any evidence you have, such as SMS alerts or screenshots.

PTA has reiterated its commitment to protecting consumer rights and ensuring fair and transparent practices across Pakistan’s telecom sector. The best approach for users is to stay proactive: check subscriptions regularly, report deductions quickly, and keep records so you can escalate if needed.
