PTA Orders Telcos to Seek Consent Before Activating Mobile Packages

February 23, 2026Zayn0

PTA now requires mobile operators to get explicit consent before activating VAS, enforces Mobile Tariff Regulations 2025 and plans a 2026 spectrum auction.

Explicit Consent Now Mandatory for Value-Added Services

The Pakistan Telecommunication Authority (PTA) has issued a clear message to all mobile operators: no more surprise activations of packages and Value-Added Services (VAS). In a recent clarification, the regulator directed telcos to obtain explicit prior consent from subscribers before activating any such services, following growing complaints about unauthorised deductions from mobile balances.

PTA has reminded consumers that they, too, have a role to play in protecting their wallets. The authority has advised subscribers to regularly check and manage their active subscriptions through official mobile operator applications and self-care channels. By reviewing which services are active, users can quickly unsubscribe from anything they do not recognise or need.

The statement was issued in response to concerns raised on social media regarding mobile tariffs, service quality and unexplained balance deductions. PTA reiterated that it remains committed to safeguarding consumer interests and ensuring transparency in the telecom sector, while also keeping the industry stable and competitive.

Mobile Tariff Regulations 2025 and SMP Operators

To bring more structure and fairness to how prices are set, PTA has notified the Mobile Tariff Regulations 2025. Under these regulations, operators that are designated as having Significant Market Power (SMP) must obtain prior approval from PTA before introducing new tariffs or revising existing ones, including data bundles and voice packages.

This means that the largest players in the market cannot simply change prices overnight. Their proposed offers, discounts and packages will first be reviewed by PTA to ensure that they are not unfair, deceptive or harmful to consumer interests. Smaller operators have more flexibility to set tariffs but still remain subject to regulatory intervention if their pricing practices become abusive.

Balancing Low Tariffs with Consumer Protection

PTA has pointed out that Pakistan continues to have one of the lowest Average Revenue Per User (ARPU) levels in the region and some of the most affordable mobile data prices. While this is positive for consumers, it also means that operators work with thin margins, which can affect their ability to invest in better networks if tariff controls are not handled carefully.

The regulator has therefore stressed the need for a balanced approach. On one hand, customers must be protected from hidden charges, forced subscriptions and sudden tariff hikes. On the other hand, the market must remain financially sustainable so that operators can continue upgrading their infrastructure and meeting rising demand for mobile data.

Spectrum Auction 2026 to Boost Network Quality

To directly address concerns about slow internet and call drops, PTA has highlighted its plan to hold a new spectrum auction in March 2026. Spectrum is the core resource that allows mobile networks to carry voice and data traffic. By releasing additional spectrum to operators, PTA expects networks to become less congested and more capable of handling growing usage.

The upcoming auction will require significant investment from mobile operators, who will need to purchase new spectrum blocks and expand their infrastructure. In return, consumers should see improvements in coverage, data speeds and overall service reliability, especially in high-traffic urban areas and under-served regions.

What Pakistani Mobile Users Should Do Now

For ordinary mobile users, PTA’s latest directions translate into several practical steps. First, customers should make a habit of checking their operator’s official app or self-service menu to see which packages and VAS are currently active. If anything looks unfamiliar, it should be cancelled immediately.

Second, users should be cautious when responding to promotional SMS, USSD pop-ups or in-app offers that promise cheap bundles or entertainment services. Before pressing “OK” or “Subscribe”, they should read the details carefully and confirm whether the service is a one-time offer or a recurring paid subscription.

Finally, PTA has reminded consumers that they are not powerless. Anyone facing continued unauthorised deductions or poor service after lodging a complaint with their operator can escalate the matter to PTA. Complaints can be submitted through the toll-free helpline 0800-55050 or via the Complaint Management System available on the regulator’s official website.

With tighter rules on consent, clearer tariff regulations and a spectrum auction on the horizon, PTA is trying to create a telecom environment where services remain affordable but also transparent and reliable. For users, staying informed and actively managing their subscriptions is the best way to benefit from these changes.
