Khyber Pakhtunkhwa has launched a Personalized Registration Mark system, allowing citizens to own and retain their vehicle numbers, curb fake plates and make registration more transparent.

KP Introduces Personalized Registration Mark System

Khyber Pakhtunkhwa has unveiled a major reform in its vehicle registration regime with the launch of the Personalized Registration Mark system. The new digital platform allows citizens to own and retain their registration numbers, shifting the focus from vehicle-based identification to owner-based identification.

Chief Minister Sohail Afridi formally inaugurated the system on Wednesday, calling it an important step towards modernising public services in the province. He said the initiative is part of a broader digital governance drive aimed at improving transparency, efficiency and citizen convenience.

Number Plate Now Belongs to the Owner, Not the Vehicle

In the new mechanism, a registration number will be more a CNIC or mobile number belonging to the person and not the car. Upon a citizen selling his/her car, motorbike or other registered vehicle, he/she will be able to retain his/her number without incurring any extra fee.

The purchaser, in his turn, will have to seek a new registration mark. According to the officials, this alteration will aid in developing an effective ownership track and decrease the mix up when car owners transfer ownership. It will also enable individuals to form a long time association of a given number plate even as they upgrade or change their cars as time goes by.

How the Personalized Registration Rules Will Work?

The Excise and Taxation Department will enable citizens to have the personalized registration number of the vehicle without having to attach it to the vehicle in case of not having a vehicle (not to be attached) to the number within a period of three years. This provides an owner with the option to sell a car, wait and reuse the same number when they are ready to purchase one.

The officials also point out that the provincial database will keep registration numbers associated with the established identity of the owner. This will simplify the process of the authorities confirming the ownership of a number at any one time regardless of whether the vehicle to which the number was attached has been sold, scrapped or off-road.

Digital System to Curb Fake Plates and Illegal Use

According to Chief Minister Sohail Afridi, the digital registration platform will be very important in preventing illegal activities. The government believes that the issue of fake number plates, cloning and other abuses can be eradicated by ensuring that the numbers can be traced to an individual and the loopholes in the previous administration are eliminated.

He further stated that the customized system will ensure faster registration process and will be more transparent and almost corruption free. Association of plates with the verified owners will help minimize the usage of the vehicle in crimes, smuggling, and evading taxes and other activities which utilize the false or duplicate registration marks.

The law-enforcement agencies will get expected access to cleaner and more precise data. The reduced number of counterfeiting or replicating plates in circulation will also enable police and other law enforcers to trace the suspect vehicles lessening the chances of checking the authenticity of information at some checks along the road.

Online Registration and Support for Excise Personnel

At the inauguration, the Chief Minister instructed the Excise Department to implement a fully online system of registration to enhance the convenience of people even more. The online transfer of services would enable the citizens to apply, renew and administer their individual registration marks without any long queues or relying on middlemen.

Afridi also declared a martyrs package to the Excise Department to appreciate their front line efforts in the anti-narcotics and enforcement activities. This package will resemble that of the police staff and is an indication that the government views the Excise staff members as important security partners but not as administrative employees.

He lauded the effort of the department in the fight against drugs and other illegal acts, and expressed hope that enhanced institutional support will pick-up morale and performance.

Part of Wider Crackdown on Narcotics and Crime

Connecting the new registration system with broader objectives of the law-enforcement, the Chief Minister demanded a stricter crime-fighting against major participants of the drug trade. He added that there would be no compromise in the zero-tolerance towards those who were involved in narcotics and the government would keep it till the threat is eliminated in Khyber Pakhtunkhwa.

The authorities are confident that the availability of improved vehicle registration information will be used to probe organized criminal gangs, and as such, it will be more difficult to conceal the traffickers or any other criminal gangs behind false or untraceable number plates. The personalized registration initiative, along with other digital reforms, is likely to enhance the capability of the state in tracking the movement of vehicles and in enforcing the law.

To the citizens, the reforms can mean having a more modern and predictable system where people are registered with a number that can be transferred with them as a personal identifier. To the government and the law enforcement, it provides better records, less fraud and another weapon in the overall campaign to crime and illegal narcotics in the province.
