The Higher Education Directorate in Khyber Pakhtunkhwa has issued strict SOPs for welcome parties, farewells, sports galas and cultural events at women’s colleges.
Prior Approval Now Required for All College Functions
The Directorate of Higher Education Khyber Pakhtunkhwa has introduced strict Standard Operating Procedures (SOPs) for events held in girls’ colleges across the province. The new rules apply to welcome and farewell parties, sports galas, cultural programs and any other organised activity inside women’s colleges. Authorities have said that these SOPs must be followed in letter and spirit, and that future events will be closely monitored for compliance.
Under the new directive, college administrations can no longer hold events on their own. They must first seek written approval from the Director or Regional Director of Higher Education before finalising any function. A complete list of students and guests is to be shared in advance, allowing the authorities to review who will be attending and what type of activities are planned. Without this formal clearance, colleges have been warned not to go ahead with any programme.
Ban on Music, Dance, Modelling and Social Media Content
The SOPs place strict limits on the type of activities that can be held at girls’ colleges. Music, dance, modelling and similar performances have been explicitly banned. The Directorate has made it clear that such segments will no longer be allowed in welcome parties, farewell events or cultural shows. The focus, officials say, should remain on educational and constructive programmes rather than entertainment-heavy activities.
The new rules also restrict how college events are documented and shared. Students and staff have been told that videos and photos from these programmes must not be posted on social media. This includes platforms like Facebook, Instagram, TikTok and other apps where content can spread quickly. By blocking social media sharing, the Directorate aims to reduce possible misuse of images and to protect the privacy of students and teachers.
Uniform Dress Code and Mobile Phone Restrictions
The Directorate has also tightened rules around dress and mobile phone use during events. According to the SOPs, students must wear the standard college uniform at all functions, including welcome parties, sports activities and farewell ceremonies. The intention is to maintain a formal and disciplined atmosphere, and to avoid clothing choices that might be seen as informal or inappropriate for an academic setting.
In addition, the use of mobile phones has been strictly banned during college hours and official functions. This rule is meant to reduce distractions, limit casual photography and discourage live streaming or recording of events. Administrations have been asked to ensure that students do not bring phones to the event area, and to take corrective action if the rule is violated.
Focus on Social Values, Security and Student Privacy
In its directive, the Directorate of Higher Education stressed that all programmes at girls’ colleges must be held in line with local social and cultural values. Administrations have been told to design activities that are modest, respectful and suitable for a women’s educational environment. The aim, according to the Directorate, is to promote healthy extracurricular engagement without crossing social and cultural boundaries.
The SOPs also highlight the need for strong security and privacy arrangements. Colleges have been instructed to make proper security plans for all functions, including controlled entry and monitoring of visitors. The safety of students, as well as the protection of their personal privacy, has been described as a key priority. Any college or principal found ignoring these instructions has been warned of strict action, which may include disciplinary measures from the Directorate.
What the New SOPs Mean for Students and Colleges
For students, the new guidelines will change how college events look and feel. Welcome and farewell parties may become more formal, with fewer performances and less opportunity to record memories on mobile phones. At the same time, some students and parents may welcome the tighter rules if they feel that they offer more safety, clearer boundaries and protection against online misuse of photos and videos.
For college administrators, the SOPs create a more structured approval process and increase responsibility. Management will need to plan programmes well in advance, prepare participant lists, submit documentation to the Directorate and arrange security according to the new requirements. While this may add extra paperwork and coordination, it also sets clear expectations for how events in girls’ colleges should be run in Khyber Pakhtunkhwa going forward.
