Khyber Pakhtunkhwa has amended civil service rules to offer special job quota for the children or widows of government employees martyred in terrorist attacks.

New Rule to Support Families of Martyred Civil Servants

The Khyber Pakhtunkhwa government has approved an important change to its civil service laws, creating a special job quota for the families of government employees who are martyred in terrorist incidents. The move is designed to provide immediate and practical support to households that lose their main earner in the line of duty.

According to the official notification, the Khyber Pakhtunkhwa Civil Servants Appointment Rules have been amended under Section 26 of the KP Civil Servants Act, 1973. The amendments were introduced on the instructions of the chief minister and have now been formally notified by the Establishment Department.

Officials say the decision recognises the sacrifices made by public servants who lose their lives while serving the province, and aims to help their families secure a stable income and protect their future.

Rule 10 (3A): Direct Appointment for a Child or Widow

A new clause, Rule 10 (3A), has been inserted into the Appointment Rules to operationalise the policy. Under this provision, the appointing authority is allowed to directly recruit one child of a martyred civil servant without going through the traditional competitive process.

If the martyred employee’s child is underage or otherwise not in a position to take up the job, the widow of the civil servant becomes eligible for appointment instead. In cases where the martyred employee leaves behind two widows, the rule clearly states that preference will be given to the elder widow.

The purpose of this direct recruitment mechanism is to provide timely relief. Rather than waiting years for a regular recruitment cycle, eligible family members can be considered quickly, helping them manage day-to-day expenses and avoid a sudden financial crisis after the loss of a breadwinner.

Eligible Posts and Pay Scales Under the Quota

The notification explains that the special recruitment can be made against a range of Provincial and District cadre posts, subject to available vacancies. For Provincial cadre positions, appointments can be offered from Basic Pay Scale (BPS) 3 to BPS 11. For District cadre positions, the range extends from BPS 3 to BPS 12.

An important condition is that the applicant must meet the required qualifications for the post being offered. If more than one vacancy is available and the candidate qualifies for a higher scale within the allowed range, they may be placed against the higher post. This flexibility allows departments to match the candidate’s education and skills with the most suitable role.

However, the rules also make it clear that this special recruitment does not apply to posts that fall under the jurisdiction of the Khyber Pakhtunkhwa Public Service Commission. In other words, higher-level positions that require competitive examinations and commission oversight will continue to follow the standard recruitment process.

Conditions and Limits of the Special Recruitment

While the policy is generous, it is also carefully defined. Appointments will only be made if suitable vacancies exist within the specified pay scales and cadres. Departments are expected to observe all relevant service rules regarding qualifications, age limits, medical fitness and verification of records.

The new rule is intended as a one-time support measure for each martyred employee’s family. It grants the right to consider one eligible child or widow for recruitment, rather than guaranteeing multiple jobs for extended relatives. This keeps the policy focused and easier to implement while maintaining fairness across the wider civil service.

By linking appointments to existing vacancies and prescribed qualifications, the government also aims to ensure that merit and basic service standards are not compromised, even when providing compassionate appointments.

Recognition, Welfare and Long Term Impact

The announcement has been welcomed as a timely and humane step for the families of martyred government employees. For many such households, the sudden loss of a parent or spouse does not only bring emotional pain but also raises immediate questions about school fees, rent, healthcare and other daily expenses.

By giving eligible family members a direct pathway into government service, the Khyber Pakhtunkhwa government is offering a structured route to financial stability. The policy also sends a strong symbolic message that the state stands with those who lay down their lives in public service.

Over the long term, the special quota may encourage more confidence among frontline civil servants who work in high-risk environments, from law enforcement to development projects in sensitive areas. Knowing that their families will receive tangible support in the worst-case scenario can help reduce anxiety and reinforce a sense of institutional loyalty.

Overall, the amendment to the KP Civil Servants Appointment Rules is being seen as both a welfare measure and a recognition of sacrifice, aligning administrative procedures with the moral responsibility to care for the families of martyred employees.
