KP Flour Price Doubles After Punjab Supply Restrictions

Flour jumps from Rs75 to Rs145/kg in Khyber Pakhtunkhwa after Punjab curbs; 20‑kg bag up Rs1,250, roti Rs30. Govt seeks lifting of transport ban.

How Prices Spiked in Eight Weeks

Flour in Khyber Pakhtunkhwa (KP) has risen by 93-100 percent in two months, not including the locality factor where prices have soared by 75-145kg/kg. A 20 kg bag is currently costing about 1250 Rs higher, which is straining family finances and small food enterprises. Tandoors in large towns indicate 150 gram rotis at a cost of Rs30 and other areas charge more at the onset.

Supply Shock: Inter‑Provincial Curbs from Punjab

The market participants ascribe the spike to the limitation of the movement of wheat and flour in Punjab which is the main source market of KP. The abrupt strangle on inter-provincial trucking was upsetting the mill supplies, decreasing the supply in the wholesale mandis and forcing the retailers to ration stocks. The freight prices also increased because the carriers were delayed, checked and were uncertain of returning again.

Government Response from KP

After a meeting chaired by Chief Minister Sohail Afridi, the KP government officially addressed the Punjab Food Department asking it to lift the transport ban. The letter threatens that sustained curbs are seriously impacting the people of KP, compelling the consumers to pay almost twice the price of basic staples and mills are finding it difficult to continue with production as the input flow is erratic.

Constitutional Angle: Free Movement of Essentials

Based on Article 155(1) of the Constitution, KP states that the provinces must collaborate and not engage in activities that are likely to impede the free movement of the essential goods. Flour and wheat are the main foodstuffs, which are the focal point of inter-provincial comity and food security. The letter is said to contain a price comparison of wheat and flour in Punjab and KP prior to and after the restrictions.

Who Is Most Affected—and How

  • Low-income households: food expenditures are first affected; the possibility of substituting with lower-quality flour may increase.
  • Small restaurants and tandoors: the tight margins impose price changes of roti and reduction of portions.
  • Wheat -flour mills: unpredictable raw -wheat inflows disturb shift planning, increase per-unit costs and have the risk of underutilization.
  • Transporters: idle fleets, and uncertainty over routes cause working-capital requirements.

Short‑Term Stabilizers That Can Help

  • Issue selective discharges of provincial or PASSCO stocks into wholesale markets on a temporary basis.
  • Digital permits to transit by time-bound roads to minimize the check-posts bottlenecks.
  • Ex-mill, wholesale and retail price transparency dashboard to prevent speculative mark ups.
  • Freight rebates/route guarantees to reclaim carrier coverage in Punjab KP routes.
  • Joint control rooms (Punjab, KP, Center) to triage choke-points in real-time.

What Consumers Can Do Right Now

  • Purchase in bulk, not panic buying that increases spikes.
  • Compare ex-mill and retail (local price boards); report gouging to market committees.
  • Look into mixed flours (chakki/atta blends) and dietary plans which minimize wastage.
  • back neighborhood tandoors that show transparent weights and prices.

What to Watch Next

  • whether Punjab loosens trucking controls and provides standard issue transit permits.
  • Ex-mill price movements in major hubs (Peshawar, Mardan, Abbottabad, Swat, DI Khan).
  • Notification of Roti prices by district administrations and the display of weights.
  • Leading indicator to supply normalisation: Mill utilization (shifts/week).
