KP Building Authority Announces New Plan Approval and Land Use Fees

The KP Building Control Authority has issued a revised fee structure for building plan approval, regularisation and land use charges for residential, commercial and housing schemes.

New Plan Approval and Regularisation Charges Across Khyber Pakhtunkhwa

The Khyber Pakhtunkhwa Building Control Authority has issued a revised fee structure for building plan approvals and the regularisation of properties across the province. The new rates cover both residential and commercial buildings, as well as land use charges for different types of plots and housing schemes.

According to an official notification, the updated schedule of charges takes immediate effect. All earlier notifications regarding these fees have been withdrawn, which means that the new structure now applies to all fresh applications and regularisation cases handled by the authority.

Officials say the revision is intended to bring greater clarity and uniformity to how building and land use fees are calculated in Khyber Pakhtunkhwa. By clearly spelling out the per-square-foot rates and flat land use fees, the authority aims to make it easier for property owners, builders and developers to understand their cost obligations before starting construction or seeking approval for an existing structure.

Residential vs Commercial Building Fees Explained

Under the new system, residential and commercial buildings are charged at different rates for plan approval and regularisation. For residential buildings, the fee has been fixed at Rs 10 per square foot. This amount applies whether the owner is submitting a building plan for approval before construction or seeking to regularise a structure that has already been built without prior clearance.

For commercial buildings, the authority has set a higher charge of Rs 20 per square foot for both plan approval and regularisation. The higher rate reflects the generally larger economic value and higher impact of commercial properties on local infrastructure and services compared with purely residential units.

In practical terms, this means that a homeowner planning a 2,000-square-foot residential house will pay Rs 20,000 for plan approval or regularisation, while a commercial project of the same size will be charged Rs 40,000. Property owners are advised to carefully calculate their covered area to estimate the cost they will incur under the new rates.

The notification makes it clear that no services will be provided by the authority unless the relevant fee has been fully deposited. This includes approvals, inspections and the processing of regularisation applications.

Updated Land Use Fees for Plots and Housing Schemes

Alongside building plan fees, the Khyber Pakhtunkhwa Building Control Authority has also set new land use charges for different categories. These fees are separate from per-square-foot plan approval charges and are linked to how the land itself is classified and used.

For plots categorised as residential, the land use fee has been set at Rs 2,000. For commercial land, the fee is significantly higher at Rs 10,000. This distinction reflects the higher commercial activity and potential returns associated with non-residential plots.

For housing schemes, the land use fee has been fixed at Rs 100,000. This applies to larger developments where multiple residential or mixed-use plots are planned under a single scheme. Developers will need to factor this amount into their project budgets when applying for necessary approvals.

All of these fees must be deposited according to the prescribed procedure laid down by the authority. Applicants are expected to attach proof of payment with their submissions so that their cases can be processed without delay.

What Property Owners and Builders Should Do Next

For property owners and builders in Khyber Pakhtunkhwa, the revised fee structure means that any upcoming construction or regularisation effort should be planned with the new charges in mind. Those who have been delaying regularisation are being reminded that approvals are necessary to avoid future legal complications, penalties or issues with utility connections.

Experts advise owners to first confirm whether their building falls under the residential or commercial category, as this will determine the per-square-foot rate that applies. They should also check whether any additional land use fee is payable based on the classification of their plot or housing scheme.

Because previous notifications about fees have been officially withdrawn, relying on old rate lists or informal information could lead to miscalculations. The safest approach is to consult the latest notification or contact the Khyber Pakhtunkhwa Building Control Authority directly for clarification before submitting applications or making payments.

By enforcing payment through the proper channels and linking services to full fee deposits, the authority aims to improve revenue collection and ensure that building activity is properly regulated. For citizens, understanding the new structure early can help them budget better and avoid delays in getting their projects approved.
