Islamabad High Court orders FIRs and possible jail for killing stray dogs; directs CDA to adopt humane TNVR—trap, neuter, vaccinate, release.

Court Orders Criminal Action for Dog Killings

The Islamabad High Court (IHC) is in judgment that any individual or authority detected engaged in the act of killing stray dogs in the capital is liable to criminal charges including the registration of the First Information Reports (FIR) and even imprisonment. The edict signifies a radical change in the animal management within Islamabad which is humane, and puts government agencies on clear notice.

Case at a Glance: Nelofar v. Chief Commissioner ICT

The decision was made in Nelofar v. proceedings. Justice Khadim Hussain Soomro, heard Chief Commissioner ICT & others. The petitioner, a vegetarian animal rights activist Nelofar, who was represented by Advocate Altamush Saeed, maintained that culling of dogs remained despite prior promises of having a trap-neuter-vaccinate release (TNVR) policy, as it was in contravention of humane practices.

Evidence Presented: Photos and Eyewitness Account

The petitioner provided the photographs of dead dogs in a CDA truck that was contrary to the previous claims that TNVR was being pursued. Dr. An eyewitness (Ghani Ikram) testified that he noticed several dead dogs were being transported in a CDA vehicle; the driver fled on the spot. With due intendment, the Court called the Director Municipal Administration (DME), CDA to appear and explain in person.

TNVR Mandated: Humane, Science‑Backed Population Control

Reviving the policy, the IHC ordered the release of the stray dogs in Islamabad through vaccination and sterilization instead of getting them killed. TNVR is internationally considered an effective and ethical approach to stabilizing populations of the street-dogs and reducing their number in time: preventive vaccination against rabies destroys herd immunity and prevents their breeding.

Administrative Directions to CDA and ICT Administration

The Court ordered the CDA and the Islamabad Capital Territory Administration to guarantee that TNVR was strictly adhered to and any illegal culling was to be stopped. Agencies are required to liaise with professional veterinarians, keep catalogues of captured, sterilized and vaccinated dogs as well as providing proper shelter and post-recovery care.

Criminal Liability: FIRs Where Evidence Exists

Justice Soomro ruled that dog killings prove to exist and that FIRs had to be registered against the individuals. This is in both the personalities and the authorities where the actions of the individuals are beyond acceptable humane measures. The Court emphasized that animal-welfare promises are mandatory and not voluntary recommendations.

What Happens Next: Hearing on October 27, 2025

It is to be heard on October 27, 2025, and the notice was sent to all the respondents, including the CDA and the Islamabad Capital Territory Administration. During the following hearing, the Court is likely to consider reports on compliance, such as TNVR rollout status, field teams training, and FIRs submitted in response to claimed incidents.

Why This Matters: Public Health, Governance, and Ethics

The decision brings animal welfare, human health and rule of law on a common ground: TNVR minimizes the risk of rabies, manages populations in a humane way, and strengthens civic confidence by providing transparent enforcement. To citizens, this is an indication of a rights-based system of administration of the community animals; to agencies, it provides a standard and accountability, which is quantifiable.
