Pakistan’s exam boards are moving to automation, OMR, and e‑marking. FBISE will train Karachi and Sindh boards, scaling pilots to improve transparency, speed, and evaluation quality nationwide.
Overview: A Joint Push to Digitize Evaluation
A multi-board meeting was held by the Inter Boards Coordination Commission (IBCC) to digitize evaluation in the examination system in Pakistan. The agenda was focused on the introduction of automation, Optical Mark Recognition (OMR) and e-marking to increase objectivity, reduce processing time, and minimize errors done by manual means. The participants based the move on the need to enhance transparency and comparability among the provinces in addition to aligning with international assessment practices. Having a clear roadmap, the plan will gradually expand the successful workflows of the Federal Board to provincial boards that also have the similar exam structure and logistics.
Who Attended and What Was Decided
The event was held at the Federal Board of Intermediate and Secondary Education (FBISE) headquarters and it saw the attendance of BIEK Chairman Faqir Muhammad Lakho, Sindh Board of Technical Education Chairman Musharraf Ali Rajput and FBISE Chairman Dr Ikram Ali Malik. Top office officials, such as the Director IT of the FBISE Dr Bashir Khan and the Controller of Examinations Aqeel Imran, were also present. The boards decided to enter into a Memorandum of Understanding (MoU) that would authorize collaboration in digital evaluation. Under the MoU, FBISE will offer all-inclusive technical assistance to Karachi and Sindh Technical Boards, namely, training, deployment advice, and troubleshooting after launch of systems as systems are scaled up.
Rollout Plan: Training, Replication, and Support
It is done through training two officers per provincial board in Islamabad FBISE, where they go through specific training. End-to end digitization of examinations (item packaging to be used in OMR, exception and scanning, rubric design to be used in e-marking, Dashboard analytics, and audit trails will all be covered in the curriculum. After training, playbooks that have been established by the Federal Board will be copied in Karachi and Sindh boards. Pilot sessions, scanning pipeline configurations, marking scheme validation and benchmarking will be supervised by joint teams and transitioned to full exam cycles. The transfer of knowledge will be supported by documentation, help-desk, and periodical refresher training every term.
Proof of Concept: Karachi’s Pilot and Early Results
According to BIEK, the examination of 2025, Intermediate Part-1 Mathematics, was piloted using e-marking. The trial produced promising results, according to Chairman Lakho, the process of annotation was cleaner, the process of aggregating scores was faster, and the workflow of moderation was clearer. Pilot lessons will be used to calibrate rubrics, train the marker and deal with exceptions in the case of extended subjects. The boards will also streamline quality-assurance audits like the use of the double-blind sampling and paths of escalation of objectioned items to protect fairness as volumes increase.
Why E‑Marking and OMR Matter Now
Digital assessment eliminates human error and cycle time and enhances governance. OMR reduces the errors in data-entry in the objective sections, and e-marking enables distributed marking, standardized rubrics, real-time analytics, and audit logs. These tools provide transparency to the controllers and moderators, speed of results collection, and post-exam diagnostics which contributes to curriculum and item-bank enhancement. Faster, more dependable results are better to reduce anxiety to students and parents, traceability and workload balancing to boards reduce rechecking backlogs and operational risk.
What Students and Teachers Should Expect?
Shortly, guidelines on how to shade OMR bubbles, page boundaries, and barcode labels will be better displayed to the candidates. The nominated teachers as markers will be trained on the use of rubrics, conventions of comments and dispute resolution. The channels of communication will be through email, SMS, and portal messages that will notify centers on scheduling, packaging, and resubmission regulations. With stabilizing systems, boards intend to release anonymized dashboards with processing milestones and verification rates to increase the confidence of the public.
As a pilot to practice, Pakistan exam bodies are poised to automate, OMR, and e-marking with an ongoing MoU and training they are on the verge of taking the exams to a new height of efficiency, transparency, and reliability.
