Govt Orders Strict Enforcement of Women’s Job Quota

November 8, 2025Zayn0

Federal government directs all ministries to enforce the 10% women’s quota in public sector jobs, demanding immediate audits, vacancy data, and corrective recruitment measures.

What the New Circular Requires

The federal government has come out to issue a circular to all ministries, divisions, and attached departments to strictly apply the quota of 10 percent coupled to the women in the employment of the public sector. The institutions need to re-examine their staffing immediately and send updated files that show how the quota is being implemented at the cadre and grades.

Data to Be Reported by Each Department

Each entity has been requested to give detailed information, such as: the number of all posts that are being sanctioned, the number of all posts that have been filled using the women quota, and the number of unsuccessful posts. Departments should also provide clear justifications in cases when reserved seats had not been used and provide remedial measures to implement to the letter in future recruitment exercises.

Why Enforcement Matters Now

The order is a result of long-standing demands by lawmakers and civil society to increase the women representation in federal positions particularly in the mid to top positions which have the lowest representation. The government once again emphasized that the quota policy should be applied both literally and in spirit, and fair representation is the core of the current reform of the public sector and enhanced policymaking.

Unfreezing Posts to Fill Reserved Seats

In the presence of recruitment bans or administrative holds, the organizations have been advised to request the concerned authorities to formally relax the ban in order to fill the posts under the women quota immediately. The government was adamant that budget seats are not to be left vacant because of delays in the process or absence of approvals.

How Departments Can Comply Quickly

In order to achieve the quota effectively, entities may begin by overlaying sanctioned posts with existing incumbents and seeing gaps by grade. The human resource departments can announce the positions of women-quota in future ads beforehand, alter the screening guidelines to eliminate unwanted obstacles, and make sure that the interviewing teams consist of trained members capable of minimizing implicit bias. Departments may also think of taking Return -to- work fellowships to women who have had a career break, flexible placement programs in hardship stations and retention programs with mentorship programs.

Monitoring, Penalties, and Transparency

The integrated report to the top authorities would enable performance benchmarking between ministries. The ongoing non-utilization must lead to the issuance of corrective timelines, publication of progress, and, in any case it is provided by the law, the penalties connected with the administrative performance reviews. Stating the vacancies, fills, and causes of delays on periodical basis can enhance accountability and assist the applicants in keeping track of opportunities.

Benefits of Gender‑Inclusive Hiring

The findings in both the government sector and the corporate sector indicate that gender-balanced teams are helpful in designing services, building trust among citizens, and problem-solving in operations. More responsive policies can be provided by increasing the involvement of women in the field of finance, planning, health, education and security portfolios. In the long run, more entry-level and mid-career pipelines will generate more women in leadership roles and role models and will bring inclusive work environments to the norm.

Next Steps and Accountability

All the data provided will be summarized into one report whereby the senior authorities will see which organizations are achieving the policy requirements and where the gaps still exist. The relocation is included in a larger process of expanding the workforce, enhancing gender equity, and instilling accountability into the federal hiring activities.

The government is sending a message that the 10 percent women job quota is no longer an option but a quantifiable requirement by the government through its requirement of verifiable documents, causes of non-utilization, and tangible corrective actions. Quickly moving departments will be able to enhance performance, enhance leadership pipeline diversity, and contribute to establishing a more equitable recruitment environment in the public sector in the future.
