Pakistan introduces cost sharing scheme for electric bikes and rickshaws/loaders with 0% interest, capital subsidies, and digital applications to promote green transport.
Green Transport Initiative Unveiled
The Pakistan federal government has initiated a scheme of cost sharing of electric bikes along with ricksths/loaders to facilitate sustainable mobility throughout Pakistan. The project will fund approximately 116 thousand electric bikes and 3,170 electric rickshaws or loads in the fiscal year 2025-26 and is announced by the State Bank of Pakistan. The program will focus on hastening the process of green technology adoption in the automotive industry.
Who Can Apply for the Scheme?
The plan is inclusive of all Pakistani nationals, including people living in Gilkit-Baltistan and Azar Jammu and Kashmir. The age requirements are 1865 years old on e-bikes and 2165 years on e-rickshaws or loaders. Fleet operators can also receive rickshaw / loader funding, and these criteria should be further elaborated by a steering committee.
Inclusive Special Quotas
In order to guarantee maximum participation, the scheme has set aside at least 25 percent of e-bikes to women with 10 percent to people who use bikes to deliver and to carry out businesses. In the case of rickshaws and loaders, they allocated up to 30 per cent of the financing to fleet operators. These quotas are designed to improve access and boost the economic opportunities of various categories of citizens.
How the Financing Will Work?
The scheme will be implemented in two stages. Phase 1 will comprise 40,000 e-bikes and 1000 e-rickshaws/loaders whereas Phase 2 will consist of 76, 000 e-bikes and 2171 e-rickshaws/loaders. The funds will be financed by both the conventional and the Islamic banks. E-bikes and rickshaws/loaders have a maximum loan size of 200,000 and 880,000, respectively.
E-bikes and rickshaws/loaders will have a capital subsidy of up to Rs. 50,000 and 200,000 respectively. The subsidy is available with the combination of 80:20 debt to equity ratio and so many buyers may not need to incur initial expenses since the subsidy can take the upfront costs.
Zero Markup and Easy Repayments
The most appealing aspects of the scheme include 0% mark up on financing. The interest will be wholly subsidized by the government and the borrowers will only pay the interest of credit and insurance. The e-bikes and rickshaws/loaders will have a two-year and three-year repayment period respectively. The plan has no loan processing fee, or early settlement penalty and is very consumer friendly.
Digital-First Application Process
Applications will be handled upon a centralized digital portal under the management of the Ministry of Industries & Production, as well as the Engineering Development Board (EDB). This will see banks integrate their systems with this platform, leading to efficient, transparent, and paperless transactions. They will require an authentic CNIC and a digital commitment on a driving license, and the government will carry out background checks.
Risk Management and Insurance
The portfolio guarantee will be guaranteed at 20 per cent on a first-loss basis to protect the banks and the borrowers with claims made after 180 days of non-payment. The negotiations of the insurance premium will be centralized so that the government subsidizes the initial year of the premium. The EDB will only shortlist vehicle models that qualify under the scheme.
Driving the Future of Green Transport
The cost sharing initiative is a radical move towards green mobility in Pakistan. The government hopes to eliminate financial barriers and launch digital-first apps so that people will not use fossil fuels, decrease carbon emissions, and create access to electric vehicles at affordable prices. The program will help to establish new economic sectors, especially among women, delivery riders, and small businesses, in addition to a cleaner and more sustainable urban environment.
