FIA Rolls Out Digital System for Attendance Notices

FIA has shifted to a fully digital, QR-coded system for attendance notices under Section 160 CrPC to curb fake documents and improve public trust.

FIA Shifts from Manual Notices to a Fully Digital System

In Pakistan, it has been noted that a new system has been implemented by the Federal Investigation Agency (FIA) to issue attendance notices completely in digital format. The relocation is meant to prevent the proliferation of counterfeited or forged notices in the past years, which has been confusing and harassing to the citizens.

According to the new arrangement, the agency will cease to give paper-based attendance notices that were signed manually. Rather, all official notices will be produced now via the electronic system of FIA thus easy to track, verify and secure. To an average citizen, such change implies that the content of an authentic FIA notice will be more standardised and harder to imitate by the fraudsters.

QR-Coded Notices Under Section 160 CrPC

The FIA public advisory states that any attendance notice made under the Section 160 of the Code of Criminal Procedure (CrPC) will henceforth be mailed by the FIA through its electronic system. Each of the notices will have a distinct QR code that could be scanned and checked immediately in order to verify its authenticity.

This QR code performs the role of a digital fingerprint of the notice. When scanned through an app or device compatible, it is expected to connect to official data on FIA and indicate that the document is authentic. In case a notice fails to contain a QR code, or the code fails to scan properly, then it is a strong indication that the document can either be false or has been manipulated.

Citizens Advised to Treat Manual Notices as Suspicious

Since the FIA will not write manually signed attendance notice anymore, the agency has encouraged citizens to be suspicious of any notice that they receive through other channels. Individuals that get such documents are requested not to panic, though they should confirm their authenticity of the documents by using the official channels before acting on the document.

It is explicitly mentioned in the advisory that suspicious notices must be reported instantly through e-mail at complaints[at]fia.gov.pk. She can request the FIA officials to verify the authenticity of the document by sending a copy or a clear photo of the notice to this address, and also assist the agency in tracing these trends of fraud and misuse across various parts of the country.

Goal: Stop Fake Notices and Build Public Trust

According to the officials, the new digital system has been crafted in a way that can advance authenticity, transparency and people trust in FIA communications. There have been incidences in the past where criminals and impostors attempt to exploit the name of the agency by sending individuals and businesses counterfeit summons or notices. These counterfeits have even been applied to extort money, personal details or any other form of favour to unsuspecting victims.

The FIA seeks to ensure that such scams are significantly difficult to overcome by standardising notices and providing QR code verification. When the citizens are informed that the real notices should be in a particular digital format, they can be more prepared to identify and report suspicious documents. This will be useful in the long-run to also guard people against fraud and increase trust in official correspondence of the agency.

What to Do If You Receive an FIA Attendance Notice

When you get an FIA attendance notice, the first thing that you should do is to examine the form of the document carefully. A true notice in new system must:

  • Must have been created electronically, not written or typed on ad hoc letterhead.
  • Have a visible QR code in order to verify it.
  • make it clear that it was issued under the Code of Criminal Procedure, Section 160.
  • give correct contact information of the concerned FIA office or officer.

In case any of these parts are absent, or when something in the document does not look right, you need to be suspicious. Please do not disclose any personal information or hurry to go to a place with which he or she is not familiar, unless the notice has been confirmed. Rather, make official telephone calls to FIA or forward the copy to complaints@fia.gov.pk and await verification.

How the Digital System Benefits Citizens and the FIA?

Digitization to the QR-coded system will be advantageous to not only the FIA but the population too. To citizens, the greatest benefit is that they can better understand what a real notice should appear like and its verification. This will minimize the chances of being a victim of fraud and time will be saved that could have been used to replying to forgery.

In the case of FIA, electronic notices imply improved record keeping, an easier way of monitoring issued documents and better audit trail. Each of the notices could be logged, time-stamped and attached to one officer and case file. This can be applied to enhance internal accountability, cut down paper work and finding it simpler to answer the queries of citizens that determine whether a given notice is authentic or not.

Over the long-term, the new system is not isolated as it is one of several digital transformations affecting the government departments, as technology has been adopted to make the services accessible and transparent to the public in a secure and friendly way. In case citizens remain informed and apply verification tools offered, the new notice system suggested by the FIA can contribute to the robust role in safeguarding people against forgery and establishing more ground-based trust in the official messages.
