FBR Seals Sugar Mills for Track and Trace Violations

FBR has sealed more sugar mills for violating the Track and Trace System, showing zero tolerance for tax evasion in Pakistan’s sugar sector.

Crackdown on Tax Evasion in the Sugar Sector

The Federal Board of Revenue (FBR) has stepped up its enforcement drive against tax evasion in the sugar industry. In its latest actions, the tax authority sealed two chutes at Chanar Sugar Mill in Samundri, Faisalabad, for violating the mandatory Track and Trace System. This move is part of FBR’s declared zero tolerance policy towards mills that attempt to hide actual production or bypass tax obligations.

FBR officials said that the sugar sector has remained a high-risk area for under-reporting and informal trade. By using technology-based monitoring through the Track and Trace System, the authority aims to plug leakages, improve transparency and ensure that due taxes are collected on every bag of sugar produced in the country.

Chanar and Safina Sugar Mills Sealed for Non-Compliance

Apart from the enforcement at Chanar Sugar Mill, FBR also sealed Safina Sugar Mills in Lalian, Chiniot, for non-compliance with electronic monitoring and tracking requirements. According to officials, the mills were found either not fully implementing the Track and Trace System or attempting to operate outside the system’s coverage, which is a direct violation of FBR rules.

The sealing of these facilities comes just days after similar actions were taken against other sugar mills. This pattern indicates that FBR is intensifying its checks as the crushing season moves forward. Mills that continue to ignore or delay compliance with Track and Trace are now facing quick and visible consequences, including sealing of production lines and possible further penalties.

How the Track and Trace System Works

The Track and Trace System is an electronic monitoring framework that allows FBR to track production volumes in real time. Special tax stamps or codes are applied to sugar bags, and the data is uploaded to a central system. This helps the authority match declared production with actual output and identify any gaps that may indicate tax evasion or under-reporting.

By making the system mandatory for sugar mills, the government aims to reduce the informal economy in this sector. When all production is recorded digitally, it becomes much harder for mills to sell unregistered goods or avoid duties. The system also creates a level playing field for compliant businesses that pay their taxes regularly.

Zero Tolerance Policy Will Continue Beyond Crushing Season

Officials have clarified that FBR’s strict monitoring will not end with the conclusion of the current crushing season. Instead, enforcement efforts are expected to continue throughout the year. The goal is to ensure sustained compliance, rather than temporary adjustments made only during peak enforcement periods.

They added that mills found bypassing the Track and Trace System should not expect any leniency. Repeated violations can result in more serious sanctions, including long-term sealing, heavy fines and potential legal proceedings. By sending a clear message now, FBR hopes to discourage non-compliance across the entire sugar industry.

Impact on Sugar Mills and Consumers

For sugar mills, the growing enforcement pressure means that investing in proper systems, staff training and internal controls is no longer optional. Mills that quickly adopt and fully implement the Track and Trace System are less likely to face disruptions, while those that delay may encounter sudden sealing actions and loss of production time.

For consumers, stronger enforcement is expected to support a more stable and transparent sugar market. When production is properly recorded and taxes are paid, the risk of artificial shortages and hidden stockpiles is reduced. In the long run, a cleaner tax environment can help improve government revenues, reduce unfair competition and support a more reliable supply of sugar to households and businesses across Pakistan.
