Dubai has also won the award for the best global destination in terms of greenfield foreign direct investment (FDI) projects, winning the first-half award for the 8th consecutive time. The emirate registered 643 new ventures in the first six months of 2025, the highest number of ventures per half-year since it began keeping records in 2003. This has been an incredible success, as it demonstrates that Dubai can maintain investor confidence and achieve stable economic growth.
Unprecedented Investment Performance
Dubai has been ranked as the most attractive destination in the eyes of international investors, with fDi Markets, a branch of the Financial Times Group, revealing that the city has beaten the second-ranked city by almost 500 projects. The city also rose to number two in the world in terms of FDI capital inflows, compared to fourth place last year, and third in terms of the number of jobs generated by foreign investments.
Comprehensively, Dubai received FDI inflows of 40.4 billion dirhams (approximately $ 11 billion), which was 62 percent higher than in the preceding year. The project total had increased almost 29% to 1,090 projects, and employment had increased 47% to over 38,400 jobs.
Sectors Driving Growth
The key sectors that contributed to cementing Dubai’s leadership are several that have been experiencing high growth rates. The most common sources of investment were artificial intelligence, financial technology (fintech), life sciences, and creative industries. Other key contributors to the city’s FDI growth trend included financial services, construction, retail, and logistics.
These industries align closely with the Dubai Economic Agenda (D33), which aims to double the emirate’s economy by 2033 and establish Dubai as one of the world’s leading cities.
Inspirational Leadership and Shareholder Trust
Crown Prince Sheikh Hamdan bin Mohammed bin Rashid Al Maktoum attributed the success to Dubai’s visionary outlook and its capacity to adopt emerging technologies and sustainability. He pointed out that the resilience and adaptability of Dubai continue to strengthen the world’s trust in the city’s future economic direction.
According to the findings provided by Helal Saeed Al-Marri, Director General of the Department of Economy and Tourism in Dubai, the data revealed that Dubai was responsive and able to adjust to changes in the global economy. He emphasized that international investors, multinationals, and start-ups have a high level of trust in the policies and opportunities that Dubai offers.
Regional Investment Environment
The dominance of FDI in Dubai is a regional trend. Saudi Arabia registered a 24 percent increase in inflow to 119 billion riyals, bringing its total to 31.7 billion. Qatar received 241 projects, which earned it 2.74 billion riyals in 2024, creating more than 9,300 jobs. These trends are related to the growing significance of the Middle East as a vibrant center of international investment.
Conclusion
The fact that Dubai has recorded the highest number of greenfield FDI in the first half of 2025 is indicative of the city being the best investment destination in the world. The alignment of policy frameworks with the global trends in the sphere of AI, fintech and sustainability helps Dubai to keep pace with the benchmarks of growth and innovation. Its success only reinforces the presence of the emirate as a stable and future-oriented economy that can receive international confidence and investment.
