CDA to Hand Over E-12 Plots in Islamabad Within 1–2 Months

CDA plans to start plot possession in Islamabad’s E-12 sector within two months as work completes in E-12/1 and nears finish in E-12/2 and E-12/3.

What the Government Told the National Assembly

The Capital Development Authority (CDA) is preparing to begin handing over possession of plots in Islamabad’s E-12 sector within the next one to two months, as development work in key sub-sectors moves toward completion. The update was shared in the National Assembly by Federal Interior Minister Mohsin Naqvi, who said CDA has completed development work in E-12/1 on the land that is currently available.

He added that development activity in E-12/2 and E-12/3 is progressing rapidly and is expected to be completed within two months, depending on site conditions. This timeline matters for plot owners because possession often triggers the next phase of real activity—boundary marking, construction planning, and utility connections—once the sector’s on-ground readiness reaches a workable level.

Which Sub-Sectors Are Ready and What Will Be Handed Over First

According to the minister, plot handovers will start where development is complete and the land is clear. That means the earliest possession is expected in pockets of E-12/1 and then in E-12/2 and E-12/3 as work finishes within the stated window.

For plot holders, the practical message is that possession may not happen across the entire sector at once. CDA’s approach appears to be phased: deliver possession on available, developed land first, then complete remaining work in areas that are still blocked by land disputes or encroachments. This reduces the risk of announcing a blanket handover date that cannot be met for every plot.

Encroachments and Land Issues: The Main Reason for Delays

The biggest obstacle highlighted in the briefing was illegal encroachment. Mohsin Naqvi said possession has been delayed in some parts of E-12 because illegal occupation and encroachments are holding up development and site access.

He said authorities—including CDA, the ICT Administration, and police—are working to remove encroachments that are blocking development activity. Until the land is cleared, CDA cannot complete roads, services corridors, and basic infrastructure in affected pockets, which is why possession will begin only in areas where the land is already free from disputes.

What’s Next for E-12/4 and What Plot Owners Should Expect

E-12/4 was flagged as the most delayed sub-sector. The minister said it has faced major delays due to long-standing land issues and illegal occupation, and that development work there will only begin once the land is cleared.

For plot owners, the key expectation to set is sequencing. Handovers are planned within the next two months on available land, but the remaining plots will follow later—after encroachments are removed and development can be carried out. If CDA follows this phased approach consistently, owners should watch for official possession notices by sub-sector and by specific blocks rather than expecting a single sector-wide announcement.
