CDA Launches New Online Complaint System for Islamabad Residents

The Capital Development Authority has introduced a new social media–based complaint system to make civic services faster, more transparent and easier to track for Islamabad residents.

The Capital Development Authority (CDA) has also embarked on a new move towards digital governance through an online complaint-redressal system which employs the social media as a means of directly communicating with the citizens. In the new structure, the citizens of Islamabad are allowed to report civic problems by tagging the social media pages of CDA, which would provide more visible and possibly quicker pathways to solutions of daily problems in the capital.

How the New CDA Online Complaint System Works

The CDA authorities claim that with the new mechanism, citizens are able to file complaints by just writing complaints on accounts that the authority has been checked on e.g. X (Twitter) Facebook or any other social site. Two important handles have been identified: the official CDA account, which is @cdathecapital and the chairman account, which is, @RandhawaAli. Users are able to add photos, videos or textual information of the problems such as broken streetlights, litter heaps, crumbled sidewalks, intrusions or water services, and label their posts with these accounts.

After posting a complaint and tagging, it is sent to the corresponding department via the social media department and central control room of the CDA. According to the CDA spokesperson, this will be addressed instantly, and field teams would be sent on the ground and to the door-step of a resident where they would address complaints, where appropriate. Theoretically, it saves the time of visiting CDA offices by citizens and the use of different phone numbers and manual registers.

The system also aims at putting additional pressure on the officials to act promptly since complaints can be seen by the larger population. The citizens are able to pursue their posts, update and keep the authority accountable in a more transparent manner as opposed to the traditional closed system of complaints.

A Push for Faster, More Transparent Municipal Services

The new online complaint system according to officials of CDA is part of a bigger agenda where civic management in Islamabad is supposed to be modernised. The digital tools and social media platforms allow the authority to hope to quicken responsiveness, decrease any internal bottleneck and facilitate tracking of the complain statuses within the organization to the end.

The spokesperson pointed out that all cases of complaints received by the people through social media will be treated as priority cases. Field teams are supposed to be responsive to the quick action of staffs in the sanitation, roads, horticulture, streetlights and water supply departments after a problem is flagged and confirmed. The spokesperson of CDA has indicated that effective service delivery and enabling the citizens to access services are some of the priorities as the new system is implemented within the capital. This is because by subjecting complaints and responses to public scrutiny, the authority will hope to create pressure within itself to move fast and with professionalism.

When taken seriously, the system would also assist media houses and citizen journalists to monitor the effectiveness of CDA in solving the same issues that include uncollected rubbish and encroaching on the lands, broken infrastructure and water/sewerage cracks.

What Islamabad Residents Should Know and Do

To the population of Islamabad, the new system of complaints gives them another viable alternative of having their civic issues heard. Social media users can initiate reporting in their neighbourhoods referring to the hashtags, posting all the necessary information like the place of the incident, the type of the problem and the supporting photos or videos.

Citizens are expected to maintain realistic expectations at the same time. There will probably be time required to stabilize the system and the reaction to it will not be consistent across departments and localities. Follow up is still necessary, documenting complaints posts, and where appropriate, integrating online complaints with more traditional means like crime call centers, representatives of local representatives, or the CDA offices.

Provided that CDA supports this digital project through efficient internal surveillance, periodic reporting and voluntary evaluation of performance, the new online system would slowly transform the process of delivering civic services in Islamabad. It can help transform the social media as a place of ineffective criticism into a viable problem-solving tool- should the authority as well as the citizens remain active and keep each other accountable.
